For Truth, the answer is the gate. One soul, one gate. To make an equivalent exchange for a human soul, you need to give up your gate. Since, as you pointed out, you aren't able to ordinarily return without your gate you can conduct human transmutation without consequences, but the cost is your own life.

They exchange the following dialogue (English sub of Japanese dub): Truth: You would lower yourself to become just a normal person, unable to use alchemy? Edward: "Lower myself," nothing. I've been just a person from the start.
He sacrificed the ability to do alchemy as payment for Alphonse’s return. Many people take away from this scene that Truth found a person’s Gate of Truth to be incredibly valuable and that’s why he accepted the deal. This is not the case, Truth accepted the deal because the ability to use alchemy was valuable to Ed.
Truth is a being that has no physical form, and a being that regulates all alchemical exchanges that take place. He essentially exists in order to prevent humans from "playing God" with alchemy; when human transmutation is performed, for example, Truth intervenes as it is seen as an unfair (inequivalent) exchange.
