With the new U.S. Highway Capacity Manual (HCM 2000), the traditional basis for a standardized analysis of road traffic qualities is continued. This concept had its the 1965 HCM, which also forms the basis for similar guidelines in countries around world. This paper focuses on several aspects of the HCM, as follow:
