From Wikipedia, the free encyclopedia. Joseph Peter "Joe" Spano (born July 7, 1946) is an American actor who came to prominence through his role as Lt. Henry Goldblume on Hill Street Blues and is now well known for his work on NCIS as FBI Special Agent Tobias Fornell.
Joe Spano is an American actor best recognized for his Emmy-nominated role as Lt. Henry Goldblume on the police drama series ‘Hill Street Blues’. Born in San Francisco as the son of a physician, he initially intended to be a pre-med major. However, his growing interest of acting dissipated his intention and took him to Hollywood instead.

His earliest role is 1972's One Is a Lonely Number alongside scream queen Janet Leigh, and he has barely stopped working since.
