Because Soundwave IS the Deception Insignia, just like Prowl is the Autobot Insignia :), Back in the days of G1 they based the Insignias out of those two characters for reasons I don't really know, but that's why for the G2 Insignias they decided to make new Insignias based on Optimus Prime and Megatron :) but since that didn't stick on they reverted that and we got the original insignias
