I'll argue that the Joker as portrayed in that movie may have sabotaged his own experiment. He himself only had 1 detonator which likely means all the detonator were identical and would blow up both boats. Furthermore, he had routinely showed himself to enjoy invalidating the choices of others.

One of the best parts about The Dark Knight was the Joker's social experiment wherein he has two boats, one with civilians one with criminals, given the detonators to the others' ship with the task of setting off the explosives. To incentivize them, he threatens to trigger the explosives remotely if they don't do it within a set amount of time.
