Ian William Richardson, CBE (7 April 1934 – 9 February 2007) was a Scottish actor of film, stage and television. He portrayed the Master in Doctor Who between 1991-1995 and 2001-2003.. He portrayed the Machiavellian Tory politician Francis Urquhart in the BBC's House of Cards (1990–1995) television trilogy.Richardson was also a leading Shakespearean stage actor.
