There's already two 'withered' phantoms (not counting Shadow Freddy), and only one classic phantom, so left could be a nicer balancer. That being said, Withered Bonnie is very visually distinctive from Freddy due to his lack of face. Classic Bonnie has the exact same body mold as Freddy, and the most obvious difference (colour) is now gone.

Phantom Bonnie will be standing on any camera, excluding the vents. Once he is spotted, he will punch the camera and then Jumpscares the player. He disables both ventilation and camera systems. Phantom Bonnie is the least active as he can be the most bothersome. He’s active from Night 3 onwards.
