The Biker is pretty much your average Bullfight Boss. All you have to do is keep your distance, wait for him to throw his meat cleaver, then hit him with a golf club while he's pulling his cleaver out of the wall. Repeat. except you don't need to keep your distance ever because he literally does nothing for 70% of the fight.

We know the face we see is Biker's face because that's how he looks in Hotline Miami 2. Jacket would not be able to remember Biker's face in his coma if he had not seen it, meaning jacket very likely did knock off Biker's helmet during the fight.
