Biographical / Historical. General Peay was born in Richmond, Virginia on May 10, 1940. At graduation from Virginia Military Institute in 1962, he was commissioned a Second Lieutenant of Field Artillery, awarded a Bachelor of Science degree in Civil Engineering, and the Institute’s prestigious Society of Cincinnati Medal.
