Divenne in seguito una divisione operativa all'interno della sua società madre ed nota come Blohm & Voss, Abt. Flugzeugbau dal 1937 fino alla sua cessazione operativa alla fine della seconda guerra mondiale.

Originally developed under the company name of Hamburger Flugzeugbau, the type was initially designated the Ha 138.Its appearance was unique in its combination of unusual design features with its twin boom tail unit, short fuselage and trimotor engine configuration.
Entwickelt wurde das Flugzeug als zweimotoriges Schwimmerflugzeug. Im Aufbau ähnlich der Blohm & Voss Ha 139, das heißt in Ganzmetallbauweise mit einem Rohrholm und Knickflügel.Als Antrieb dienten zwei Sternmotoren BMW 132L mit je 800 PS. Die Besatzung bestand aus Pilot, Funker und Schütze, der im Rumpfbug in einem drehbaren Geschützturm Platz fand.
